Trinidad and Tobago’s National Cycling Velodrome in Couva has taken another significant step in strengthening the sport’s development pathway with the appointment of James Hey as Development Manager of the UCI World Cycling Centre Satellite Centre – Trinidad and Tobago.
The appointment was formally announced at a press conference hosted by the Trinidad and Tobago Cycling Federation (TTCF), with support from SporTT’s Corporate Communications Department. Representatives from SporTT’s Partnerships & Alliances Department and Sport Development Unit were also in attendance, underscoring the organisation’s continued collaboration with national sporting bodies to advance sport development.
Mr Hey, a British cycling coach with extensive international experience, will be responsible for overseeing the technical and developmental operations of the UCI Satellite Centre based at the National Cycling Velodrome. His remit includes athlete development, coach and technical education, and the implementation of structured programmes aligned with UCI standards.

Speaking at the media briefing, TTCF President Rowena Williams highlighted the importance of the appointment, noting that the Centre is expected to play a critical role in strengthening cycling not only in Trinidad and Tobago, but across the Caribbean and the wider Pan American region. The Satellite Centre is intended to serve as a hub for talent identification, high-performance training, and capacity building for coaches and mechanics.

Mr. Hey indicated that his immediate focus will be on assessing the current environment, engaging local stakeholders, and rolling out programmes that support both grassroots participation and elite performance. Plans include regional training camps, increased collaboration with national federations, and expanded education opportunities for cycling professionals.

SporTT remains committed to supporting initiatives that maximise the use of national sport infrastructure and contribute to sustainable athlete development. The UCI World Cycling Centre Satellite at the National Cycling Velodrome continues to be a flagship example of how strategic partnerships can elevate sport performance, technical expertise and regional impact.
