SporTT is seeking to recruit a suitably qualified individual for the following position: SENIOR OFFICER, PROCUREMENT
JOB SUMMARY:
The purpose of the position of Senior Officer, Procurement is to supervise the procurement and disposal activities of The Sport Company of Trinidad and Tobago Limited (SporTT) in compliance with, applicable procurement laws, regulations, policies and procedures, and adhere to the principles of accountability, transparency, and value for money. They are required to work closely with all departments of the organisation to ensure that there is ongoing compliance with public procurement and SporTT’s procurement regulations in order to maintain the integrity of SporTT’s procurement processes, thereby fulfilling the mandate of SporTT.
ROLES AND RESPONSIBILITIES
- Participates in the implementation of the Annual Procurement and Disposal Plan and Schedule.
- Analyses and strategises planned purchase requests to determine the appropriate procurement method and strategy.
- Assists in the development and maintenance of key performance indicators to measure the performance of the department and its staff.
- Coordinates and supervises the work of a group of professional and other support staff engaged in the provision of procurement and disposal services in the department.
- Reviews procurement contracts and purchase requisitions and creates requests for quotations/proposals (RFQ/RFP) for goods and services in collaboration with various stakeholders.
- Assists in reviewing bid proposals and specifications, preparation and presentation of recommendations for the PDAC as required.
- Oversees the administration of the prequalification process and evaluation of prospective suppliers in keeping with the requirements of the OPR’s Procurement Depository.
- Oversees the maintenance of SporTT’s approved list of prequalified service providers which is linked to the centralised database of the Office of Procurement Regulation.
- Ensures that clear scope of works is ascertained by the procurement department after consultation with the requesting department of the Company.
- Performs related work as may be required by the job functions.
QUALIFICATIONS
Training as evidenced by possession of a First Degree in Management or a related field.
- Level 5 Professional Diploma in Procurement and Supply, CIPS or equivalent procurement certificate.
EXPERIENCE
- Five (5) years of experience in executing procurement of high risk/high value. Possesses and effectively uses project management skills.
- Proficient in the use of Microsoft Office.
KNOWLEDGE, SKILLS AND ABILITIES
- Skilled in contract documents, contract laws, solicitation methods and contract administration related to procurement.
- Skilled in laws, policies and procedures governing procurement.
- Skilled in cost analysis for decision making in the Procurement function.
- Knowledge of Public Procurement and Disposal of Public Property Act.
- Knowledge in vendor relationship management and negotiations.
- Ability to work independently and apply knowledge of procurement methods and procedures, laws and regulations governing public procurement in a comprehensive manner.
